Capital Planning Committee to have it's second meeting this year! Second meeting? That committee has a quorum for the first time in a very long time and the chairman, who is selectmen Doug Morrisson has only called for two meetings? This special Town meeting has been talked about since back in April, during and after the audit reports. Does not seem like much planning going on, at least in the public view, so much for transparency in government. I am talking about the here and now. No required reports of the accountant and treasurer, as required by law, why not? This is the board that said we will be transparent, we have a competent financial team, we have stability. When you consider that you do not need an audit to report cash flow, there is no excuse for not having a report from the treasurer and accountant. Money is voted at Town Meeting, it is spent on debt, salries and bills. There is no reason to not being able to report that. Again, this is not the past, this is now and there was no reason to not have that information in the 2016 Templeton Annual Town Report!

Fall Town Meeting 11/14. As noted here, notwithstanding any deadline of the public during the “Open” warrant period, your warrant articles need to be to me by the morning of 10/2. Special BoS Workshop 10/16 to review Draft Warrant.

Business Meeting or Workshop: The following is intended to supplement agenda items where a full memorandum may not have been required or updates are needed. N/A

 Weekly Report: I carried out the second round of interviews for our Management Fellow candidates and made the arrangements for the assessment center to be carried out for the three finalists. We should remain on schedule for final decisions on the management path forward for your 10/10 meeting. Notices about the pay raises was distributed to the affected non-union employees. Working with Alan we will have a submission to the CIC for the Fall TM capital articles we need. We have begun to assemble our BAN offering for the School Project. I've begun a review of our health insurance offerings to try to manage the pricing for FY '19. We'll advise the IAC over the next few weeks

  2. Where did anyone approve hiring a Management Fellow ?? Do we really want to hire another person with no experience to help run this town ?? Sorry but we need LEADERSHIP !!! AND WE NEED IT NOW !! Is this the plan to dig ourselves out of the crater we have been in year after year !!! Spend, spend, spend !! It is so easy when it is not your money. When will people stand up and say enough ? On their way out of town ? Think about it before it is too late. Bev.

  3. Any member of the public who is interested in helping the Town please fill out an application to join the CIC as a Citizen member. 2 Vacancies exist.

    The CIC needs to be more functional. It cannot be a rubber stamp used only to satisfy the bylaw requirement as it has been so far tom my knowledge.

    We need to BOS to require all departments within the town to create an inventory list of all town assets. How can we possibly know how much money we truly need to operate this town if we dont even know what we own and need to maintain. Right now the CIC is operating on a supplied "needs list" that gives a very limited view. Without a better picture of the total asset picture for the town planning is not what is happening.

    Since the reformation of the CIC this year the 2 citizen members positions have been unfilled. It is my understanding we had 2 applications, but they apparently fell by the wayside.Without a functional CIC with all the appropriate information we are constantly going to be hit with unexpected expenses that hurt the community.

  4. The Last time Capital planning met was 4/18. This is the 4/12 TA report headline.

    If you have a capital item in the budget and did not submit during the normal annual cycle, you
    MUST do so by 04/18 so we can make sure we comply with the by-law when appropriations are
    put before the Town Meeting.

    Is this planning?

    This line ( Working with Alan we will have a submission to the CIC for the Fall TM capital articles we need.) from the 9/28 TA report tells you that we do not have planning, all we appear to be doing is checking boxes to avoid violating our own bylaws. Is this what the taxpayers deserve? Is this what the taxpayers want? This is NOT planning!!!!

    Just wondering why no one has asked what the BOS is doing to promote business and tourism in town? Everyone is so focused on fighting over the small amount of money that taxes currently bring in that the concept of GROWTH is simply ignored. What steps has the BOS taken to promote current businesses in town? What steps has the BOS taken to promote tourism in town? Other towns take out ads in the Johnny Appleseed magazine welcoming people to visit their town. Where's Templeton's ad? No money has been budgeted for that? How about taking it from the selectmen's allocated money. Who has contacted local movie studios to promote attractive locations to be used? Oh yes, Economic Development Committee...where's a report of their work? Who is on the committee? Why does it meet in the morning when people are at work? Its total BS. We are all being fed absolute BS from this current leadership. I'm glad that there are still several people who continue to raise issues with our leadership. Like Jeff, Julie, Bev, Bob--thank you. But where's everyone else? You all let them get ripped to pieces by the BOS and maybe you're afraid it'll happen to you as well if you object to this current leadership. Well, that may be true. Its a strong trait of the diseased culture that hangs over this town. Bullies are holding the reins. What will it take for more people to back up the few that do speak out and maybe add their voice to the dissatisfaction that is growing by the day for our leadership?
