• Free Cash is the surplus from a previous fiscal year

 Revenue over forecast – Unexpended appropriations

• Defined by state statute

• Certified by the State each year

• Must create Free Cash each year 

Overestimate appropriations to generate enough “free cash” to have to spend / fund things.
