Annual Town meeting of 2013 (this is no longer contained in Templeton Town by-laws, as it has been changed)


Article 46 To see if the Town will vote to amend Article III of the Revised General By-laws by adding the following new section 4 or to take any other action related thereto: Section 4: Town AdministratorThe Selectmen are authorized and empowered to appoint an executive secretary or town administrator who may be appointed by them for a term of one or three years 31 and to remove him at their discretion. An executive secretary or town administrator appointed under the provisions of this section shall be sworn to the faithful performance of his duties. During the time that he holds office he shall hold no elective town office, but he may be appointed by the selectmen or, with their approval, by any other town officer, board, committee or commission, to any other town office or position consistent with his office. He shall receive such aggregate compensation, not exceeding the amount appropriated therefore, as the selectmen may determine. He shall act by and for the selectmen in any matter which they may assign to him relating to the administration of the affairs of the town or of any town office or department under their supervision and control, or, with the approval of the selectmen, may perform such other duties as may be requested of him by any other town officer, board, committee or commission.

On a motion duly made and seconded the town voted that Article III of the Revised General By-laws be amended, by adding the following new section 4, as follows:

The Town Administrator shall act by and for the Board of Selectmen in any matter which the Board may assign to the town administrator relating to the administration of the affairs of the town or of any town office or department under their supervision and control, or, with the approval of the Board of Selectmen, may perform such other duties as may be requested by any other town officer, board, committee or commission.” And, further, to reflect the above-mentioned amendment to Article III of the Templeton Revised General By-Laws, the following Templeton Revised General ByLaw sections will also be amended by replacing the title of “Town Coordinator” with the title of “Town Administrator” in Article XLII-Capital Planning By-Law- Section 1: And in: Article XLVII-Personnel By-Law –Section 3(b) and Section 3 (c)

Seems pretty plain, if the selectmen have the T/A sign a contract, it is on their behalf and they are responsible for it, just as if they signed it themselves. Only this is no longer in the Templeton by-laws. It was replaced in 2014 with something else.

So who does what ?
One would think after 101 years + that would be known and spending money with a lawyer would be the last thing he would waist our money on. No advisory on this matter was given and why would it.
Or we can spend it on a settlement or two for JEFFY
So why does Jeffy stick up for the management over there and why did he just let the PILOT go away without a fight. Make one wonder what he is doing on advisory and wanting access to the towns vadar system.
Is it that it will allow the Light manager to get the access from him to take a look see and know more about the towns stuff.
This will like other things be deleted and will show up on the real Templeton watch as a time stamped deleted entry for the proof is in the time stamp.

So stop blaming the light commissioners for the added debt, they just asked for it, town meeting said do it and the selectmen supported it!
So they just asked for it when they have millions in the bank they want to pay interest to make the profit margin smaller so they can keep the rates higher than needed to run the Templeton light monopoly. 8% max ask the admin of state regulator jeffy!

What settlement could davey be speaking of? I have made no settlement on my behalf and as I am not a selectmen, I could not sign off on one either.

Sticking up for management over where? I merely stated that the borrowing involving light & water has gone to town meeting, including the funding for the building on Bridge Street. If a borrowing proposal was brought before Town meeting, the people approved it and so you can't blame the light & water commissioners for that. Town's people could have voted no and that would have been it.
secondly, I stated if little davey is so unhappy with Templeton light, go do something like get a petition to rescind the chapter 93 acts of 2000.  As for a vote of the Advisory Committee seeking access to VADAR, it was, at least for my vote, to make it easier for Advisory Committee to have access to town's books and records, which is according to town by-law (s) You know, the things the selectmen seem to have a problem with following.

As I have already stated, the general manager lied to selectmen and everyone else when he styated at a selectmen meeting that the department just found out they had to go to town meeting for borrowing, that is contained in a letter from the DOR to the town, which sort of answered a question asked of DOR from the then Templeton board of selectmen, of which I was a member at the time.

Since 2009, there was a recommendation for a formal PILOT (payment in lieu of taxes) agreement be written so as to designate a formula for a monetary contribution to the general fund of Templeton from the Templeton municipal light & water department. To the best of my knowledge, that was never put into writing, so it would have been kind of hard to "just let something go" that never was!

Seems like little davey is fine with anyone who picks on the light & water department, but say anything about highway or point out a contract that gives little davey freebies and benefits and he gets all bent out of shape and tries and tries to belittle you, provoke you and whatever else he tries, to no avail! Still waiting on the rest of the story.

Hello,

The conference committee established to negotiate the differing versions of the House and Senate road repair bills has released their final report.  A full copy can be found at the following link:https://malegislature.gov/Bills/190/H3648

The committee agreed to a one-year $200 million local road repair bill, with an additional $30 million for RTAs, councils on aging, and other transit providers to assist in transportation of elderly persons, and an additional $60 million for major technology upgrades at the Registry of Motor Vehicles. 

Both branches must not vote to approve the conference committee report. 

Attached is a breakdown of town by town funding.

according to the attachment, Templeton would receive $333,245.00 chapter 90 monies in FY2018. Lets hope it is used for the roads and not more toys.

Article XXVIII - Conditions of work

The Town agrees that all equipment used for sanding or plowing operations shall be equipped with AM/FM radios and power steering, except in presently owned vehicles where power steering is not available.


In another section - Article XXVII - Compensation

Call Out - For full-time employees, all call out incidents shall be paid at the rate of time and one half the regular rate for a four (4) hour minimum except upon unscheduled call-out week. When called out during his/her normal schedule work week between the hours of 4:00 A.M. and 7:00 A.M., compensation will be at the rate of double time for hours actually worked. Call-out on Sundays and holidays receive double time in addition to holiday pay. Call-out shall not be used to compensate a continuation of a shift, early start of a shift with prior notification by the department head by the end of the previous work day.
