I write to provide you with the information you need to understand the attached request(s) for a transfer of funds. The Treasurer/Collector has resigned her position. In her absence, we have an obligation to pay the out-of-class compensation due the Deputy Treasure/Collector for covering this absence. We have also had to extend the hours of the Clerk to ensure we had enough staff time to process the work. In addition, we have had to cover the sick leave buy-out due the Treasurer/Collector upon her resignation.

First let me deal with the issue of pay for temporary assignments. Section 8E. of the Personnel Policy provides that:

“When an employee is temporarily assigned to a position with a higher rate of pay for forty (40) or more consecutive work hours, the employee will be compensated at the same rate of pay as the current employee holding that position after the first forty (40) hours and for the remainder of the temporary assignment.”

This requirement puts the T/C Salary account $950.00 short (# 1000-147-100-51-5110-0000). [As an FYI; In addition, we will be asking the BoS to authorize the carry-over of the Deputy’s vacation so that she can stay on the job during this interim staffing shortage.]

Next let me deal with the issue of the account entitled Treas/Collector Clerk wages (# 100-147-100-51-5115-0000). The need of an additional 13 hours per week for the Part-Time Clerk, which still leaves us roughly 20+/- hours a week below normal staffing levels, will leave this account short by some $2,500.00.

This is a total of $3,450 of inflows required. Given there will not be a permanent TA in place prior to July 1, 2017 there will be roughly $5,750 available in the personnel account for transfer by the end of the Fiscal Year. I propose to tap this source.

If we do not infuse the money to cover the temporary assignment, I would have no choice but to put the employee upon vacation. If we do not infuse the money to cover the added Clerk’s hours I would have no choice but to close the office. After a careful review of these and other options various options, I truly cannot see an alternative to this transfer.

  1. Maybe if the board had not approved the raises that were not funded in fiscal year 17, we would not be in a hole and looking up from the bottom !! Funny how that hole has become deeper and deeper as the year has gone along. Any hope that I had for the Town to get on it's financial feet is gone ! Long, long, gone ! This is sad because the Town had a chance to get it's financial house in order, and bleu it big time. The idea of hiring people when there is no money in the budget ?? How is that going to work out ? Anything the man from the audit company suggested needs to be done, but where is the $$ coming from ?? Trust me, once the school and police station go on the tax bills, I can guarantee we will never get an override. For one thing, empty houses can not vote. Do you think the people building these new houses know what is coming their way ? Do you think they would change their mind if they knew ?? To add insult to injury is the fact that we have very little to show for the money we spend. Especially for the people with out water and sewer. But we are better off in a way, {no water and sewer}. If you think about it, the added cost just for those things makes the financial position for many people very difficult. How hard will it be to fill those 60 empty homes in the future, if we cannot fill them now ?

  2. Bev you just said there were 100 empty houses in Templeton last week or 2.
    Did we fill 40 houses in less then a month? Record time or false information again.
    Elephant quote for a pot hole was a good one too.
    Take a break it seem to be getting to you,Relax and enjoy yourself you deserve it.
    Why keep beating yourself up over it. You all do your best with what you have or can get and we know it's a loosing battle without the funds.
    Route 2 west bound bridge over airport rd has a 4 month old pothole,larger than a basketball and with all the funds the state has why don't they fix it,I'll need to ask JEFFY or the ramp before it also has large one.
    To add insult to injury is the fact that we have very little to show for the money we spend. Sounds like the roads and schools we have paid for are invisible the way you put it Bev. The amount of negativity from some AC members is one reason the public doesn't take it to seriously. Owe it's just them complaining again is what i hear.
    So Bev 60 or 100?
