As noted in Chapter 44, Section 31 of the Massachusetts General Laws “No department financed by municipal revenue…shall incur a liability in excess of the appropriation made for the use of each department,…each item voted by the town meeting…being considered as a separate appropriation, except in cases of major disaster.”
Damn, it's a good thing we dont follow those laws in Templeton.
ReplyDeleteAgain Jeff, thanks for the time you spend trying to get our town to do "at least" the legal minimum" but that just seems to big a chore for them. The last meeting you had much agreement until the vote. All but you supported violating the law because our employees didn't do their JOB! But, they did cash their checks still.
Regarding the transfers, it seems that as shown in the last BOS meeting the Department Heads notified the TA back in March or April regarding the need to increase funding and the TA chose to misrepresent the picture to Town Meeting to spin his and The Chairmans financial fantasy land.
ReplyDeleteTo M. Bob M, exactly and you may or may not recall, the TA expressing view at past BOS meetings something like "residents support the BOS as all articles at town meeting passed"
ReplyDeleteSupport is different than bending to threats of shutting down town government if Town Meeting didn't allow $400+k to be drawn from Stabilization after no plan presented to complete funding by TA or Chairman prior to Town Meeting.
