41.06: Excess and Deficiency Funds

(1)  Every regional school district shall maintain an excess and deficiency fund on its books of account. At the end of every fiscal year, any surplus or deficit in the district's general fund shall be closed to the excess and deficiency fund.
(2)  On or before October 31 of each year, every regional school district shall submit to the Department of Revenue the forms and schedules as the Department of Revenue requires for the purpose of reviewing and certifying the balance in the regional school district's excess and deficiency fund. At the discretion of the Commissioner, the Department may withhold release of all or some part of the quarterly state school aid for the regional school district if the regional school district has not filed the required forms and schedules by such date.
(3)  A regional school committee may use all or part of the certified balance in the excess and deficiency fund as a revenue source for its proposed budget. If the certified balance exceeds five percent of the proposed budget, the regional school committee shall use the amount in excess of five percent as a revenue source for its proposed budget.

If anyone wishes to know the balance, they can attend a school committee meeting and ask or they can request the information through the district office. The information can be found on the pages of DLS.  You may also contact DESE.

  1. I have one big problem with the School Committee. I feel they are totally out of touch with the financial situation of this town. I do think they are the reason people have stopped coming to town meetings. Their failure to listen to what the people were telling them has hurt everyone. The fact that these people and the selectmen even put the school on the ballot, should have given everyone pause to wonder. I saw the look on Heninman's face after the vote on the school. He knew it was a screw up. The school pads their budget, and in my opinion, it's not "for the kids". The parents in this Town have allowed the "school people" it let the schools get run down, no repairs, for how long ? Now these parents have voted on straight emotions, to build a school, not even knowing what it will cost them and if they can afford it. How many empty homes will be left behind ? I hope we do not find out. The people on the School Commttee should be ashamed of themselves. Bev.

    Did the school kiddies go back to find freshly painted windows? Or is the paint still peeling and no one has done anything about it again. How is DHB doing on the School facilities committee, getting things done, moving forward or just same old, same old?

    1. Oh no, why would anyone think that ? Who is feeding him a line of crap > Does Mr. Caplis tell Dave it is the AC's fault the highway budget gets cut, or they do not have the money for enough help ? Shifting the blame on the only people in this Town who try to get all the bases covered, yes, the AC. Sorry but the real truth is the Highway Dept. has been used like a pawn, over and over again, and that will not stop as long as they have a yes man as a leader. Is that why Bud is gone ? I'll bet Bud was not a yes man. Think about that for awhile. Of course this is my opinion, Bev.

  4. We use to have a AC member who looked into and advised about the school budget but that's when we had some quality thinkers who cared about the future we will face.
    There are less of them now and only history lessons get offered.
    New members like May have a less comprehension and make stories up as he goes.
    AC has no role he says so why have it at all. No advise get out to help and only members who look to tear up whats been repaired are lost.
    Bobi we had a AC member who did advise us about the school budget and put the knowledge we needed to understand the bullshit we were told by Miller was false.
    So clear the wasted chairs in the AC so people who will volunteer make a difference.
    Seems you or lil jefie don't.
    So coward down boys and forget what could be done by the AC if we had the members we use to.
    No explanation at town meeting will help the schools ability to pull the wool over everyone's eye's not just the AC members.

  5. Point out where authority over E+D funds comes under AC authority Davey. Point to the legal authority the AC has to determine the school budget.

    Dave doesn't like the AC, so every problem in Templeton has been caused by them. He never ever states anything about the TA, or the BOS who actually manage the town and have the authority by LAW. Thats because people like Smart just like to bitch. I never hear him say anything at meetings. I've never seen him at any recent AC meetings. Why didn't Smart volunteer for the AC.

    Hey Dave, what about Capital planning? You know so much, sign up so we can have a functioning committee. C'mon, lend us your wisdom on record. Put up or shut up comes to mind. Are you really saving money for Templeton on the INsurance advisory? Why the large increases in cost, can't you keep them under control? Maybe you should allow someone who knows insurance to fill your empty shoes..............C'mon Davey, help the town and step aside if you cannot keep costs in line.

    1st the education on e+d would be for the AC education of how the system works to blindfold the AC members. Without education you are all blind.
    No i know you can't control it but you all need to understand why it's there and how the school uses it to pad the bucket.I never said you had control but your like lil jefie and draw the pictures you want to tell and try to believe.
    Your authority is to at town meetings tell the people like previous AC people have what they think about the way the amounts are derived,presented.
    So like when they use 400k+ from E+D funds it may mean the AC will need to find the 400K+ if the E+D fund is short and not available next year.
    The problem is the blindfolds get projected to the total public at the meeting if you have no input or advise to give the meeting body.
    Bernie had the right idea but the stigma of the red barn may be why he left so quick. There's no one,i guess with the nads to see through and expose the financial rape of Templeton you have no clue of how to fix.
    Julie had it right a long time ago but the people who needed to back her didn't want the egg on their face. Nothing has changed.
    I would serve in a minute and when you change the bylaws that prohibit me to serve i will.
    I would think a AC member with such a big pointing finger would know that much but i guess that should come as no surprise either.
    It's not the AC i don't like bobi it's some of the useless members who add nothing to fix any problems they could. Stuck on bashing is the only thing for them.
    As far as saving money on the IAC you again are without any knowledge.
    I see with your last rant step aside you have a irritated nerve i hit .

    1 year it was reduced to a small 1% increase for the different deductibles and copay
    cost to the members. But in the end we only advise what we vote to have for changes and the BOS those "elected" public servants make the call on what they will do.
    We are open to public but it's rare any AC members would be seen there either to see what happens.
    So bobi right back at ya put up or shut up,get some info and educate us about the E+D funds and how they affect the budget you supposedly do any advisement on for the people you attempt to "serve"
    I think what i do for the town far outweighs what you and lil jefie do and then
    some.I've saved this town more then you ever will with just the use of my tools and knowledge of automotive for repairs not to mention my shop.
    So : C'mon bobi, help the town and step aside if you cannot keep in line.
    If we only had the members we use to the efforts would be a foundation to build on.
    I guess the towns people will need to advise themselves without members who will.

      Do you know what saving the taxpayer money even means? copays and deductables savings to members are usually in direct conflict with saving taxpayers Davey. On the IAC its the taxpayer not the employee you are suppose to look out for.
