If you go to the Templeton Town website, click on boards and committees then board of selectmen, click town policies then board of selectmen policies and procedures.

Read through them and see what you think, that is one thing I put together and brought to the board of selectmen for consideration. I believe they were the first local guidelines for present and future selectmen to follow. There are guidelines for how and who puts the meeting agenda together, how meetings will run, time line for meeting length, how items brought up at a meeting will be dealt with and so on. That was something I thought would help the town and it's elected representatives on the select board. You see, screwing with smart is easy and only takes about ten minutes of my online time. You notice that when he makes a statement such as "the light PILOT was first lost on jeffy's watch" is proven untrue, smart deflects and goes on another rant. It is fine when he rants about Templeton light but if anyone talks about highway, such as the labor contract, he goes off. It is too easy to rile smart and it is a bit of enjoyment for me to do so. He continually takes from the town while I try to give back.

    I've read the Policies and Procedures section before and just now. I think it was a good job at the time and a great start at setting some order and function on paper.
    The biggest problem I see is what happens to alot of documents like this. They are forgotten or consider a "completed" task.
    Going through the P&P there are things like "by Tuesday of the proceeding week" or "by Wednesday" etc. These items probably should be denoted as "7 days prior" or "5 days prior". This avoids issues that arise over time like adjusting the day of the meetings.

    I guess my other concern is who is responsible to verify that these P&P are followed? I can point out one that has not been followed and is still not being followed in any standard fashion. Openings in Boards,Committees have not been filled,advertised and even today no central method to fill or even denote openings is followed. Someone needs to be held accountable for this type of action. P&P are fine if followed.

    I feel and have stated it many times that we are mismanaged. Our government isn't running well because we have no consistent systems/procedures that are followed, required, demanded. It mainly seems to be a "seat of your pants" type operation.

    I can be real, well, anal retentive about this stuff. Just as a small, but telling example of the "problem" in Templeton with finances.

    The CPC and I'm sure other committees,etc all have meeting, meeting minutes, reports and various requirements to complete their required tasks based on the method these offices were set up. My first question is "HOW?". How does a baord/committee/commission create a document, a single sheet of paper without a BUDGET? I'll tell you how, it misappropriates supplies from another department, It misappropriates toner from another department.
    My point is we need to stop this "sloppy" administration of town services. Right now, look at the town website on positions available, accurate? Hell no. Look at the Common Improvement Committee page, they show 3 opening, true?
    How long was the citizen position empty on the Capital Planning Committee? Was it ever advertised?


    Templeton has a management deficit and desperately needs to fix it. We need to hold Carter responsible for his job and stop giving him the " he just filling the spot" type of excuse. He's being paid good money as isn't directing town services very well in my mind.

  2. If smart is following any highway employees to their homes, smart may wish to stop following town employees home and stop causing trouble in the department he works in.

    JEFFY must be having meals with his pal Gerry Skelton as one of my union members was asked this very question by Gerry.
    And now we have 3 who quit on the town.Threw in the towel. Walked out.Gave up. Couldn't take no more. Great job by all.
