Interesting things to check out, but on face value:

for FY18 selectmen want to raise $227,605. for the Overlay (abatements & Exemptions)

in FY17 $175,551.94 (Pg 2 of Recap) was raised. 

If you look at the OL1 (Overlay page) from the FY17 Recap the overlay balance from previous years is $119,929.92 

the overlay used for FY2014 - $112,859.66
                                 FY2015 - $104,595.61
                                 FY2016 -  $98,630.43
                           3yr Total          $316,085.70     avg = $105,361.90


The only pending ATB case appears to be Verizon for which per the ATB will be $10,409.00

So my point is; There shouldl be about $90,000. left over from previous years after Verizon is paid.

Possible, there will be at least $90,000.00 left over after FY17 and $110,000.00 after FY18 
Total $290,000.00 
Now as you know none of this money cannot be moved to the Overlay Surplus account without a Board of Assessors vote and then can be used for what ever is voted at town meeting.
Why would the selectmen be "stock piling" money this way? 

inquiring minds wish to know if there is a trail to follow here, as in, "follow the money."

    TA allowed to hide funds by BOS. Revenues overstated again to match amount of money they want to spend on expenses. another budget with problems. this is the third year in a row that the BOS budget has problems and they have had an experienced TA working their wishes. Maybe we need to reduce the expenses like cut Town hall hours and only pay for hours worked. It would seem like a new approach to have revenues more in line with what we receive and cut expense to match .

    1. This sounds like a plan B to me. This town has been running on a wing and a prayer for to long. Expanding our budget and spending every penny is not he way I would expect a professional to think or behave. Remember when our last TA stood in front of the ATM and told everyone, everything was looking good, that we were right on track ?? Oh yah, in great shape ! I would not want to be the person that tries to sell them that line again. Bev.

    2. No one is hiding funds on my watch. I have poured over that budget and I already gave some ideas and suggestions on Monday AND previously. perhaps if budgets didn't seem like a mystery reveal and given to the BOS at the last minute it wouldn't be quite so daunting to go through. There is nothing I saw as overstated, but the "lump sum disallowed" has me quite concerned. There was only one member of the advisory committee there in Monday when I have asked and asked for us to have a joint meeting and then it's approved by the Chairman and where was the rest of the committee? We have work to do and I hope we all dig in and ensure the budget is correct, makes sense and is viable for the coming years.

  2. Hiding money in the open, right under your nose ? Sounds like that to me. How many of Carter's deals are going to come back to bite us ? Only time will tell, but I am willing to bet down the road we will hear how the C&P needs a foreman, or manager to keep an eye on our part time employees. Lets hope no one gets buried in the wrong plot. I do think everyone is used to having everything looking real good by Memorial Day. That did not happen by it's self. Alan did a super job, but now he is expected to do two big jobs, with no experience at one, and one less person at another,(seeing that he did a fair share of manual work, he won't be able to do for C&P) Things may look acceptable on paper, but reality is something else. Big changes by the TA had little or almost no input from the public. I do not think that is right, and in the end everyone will get hurt. Think about it, Bev.

    What ever happened to the post about the large raise Alan got to be the director?
    Was the info on it a little bit out there like the papers article?
    What was the raise Bev. ? Repost!

    1. I have no idea what Carter gave Alan for a raise, or even if he got one ! I am not a selectman. Go ask them !

  7. Why would I ask either John (s) for help, especially after looking at the 2017 spending plan? Bud is gone, supposedly to save money but his replacement got about a $25,000.00 raise,

    More bullshit from the bullshitter in charge.
    So with lies told like this why would anyone at a town meeting listen to you JEFFY?
    Did it sound better inflated over double?
    Do you want to retract or clarify that.
    If one can't get a salary increase correct you may want to resign "again" and save the of the AC the embarrassment of what will surely happen at the ATM.

    1. David, enough with the nasty remarks ! The only thing the AC can do is suggest and that is it. I do not know what Alan got for a raise ? Ask your selectmen. You can also ask them why they would let Carter destroy the departments that were doing well, only to create problems down the road, without any public hearings or public input, and little or in the end no savings ? I just got the budget for fy18. I have only looked at it briefly. The ATM is the people's meeting. If the public does not show up, special interest get their way, you know that. I think there were only forty people from town at that meeting last year. The public did not show up. That has to change. Bev.

  9. The legislative body decides if they approve/don't approve the budget. I would like to know why the COA/Library/Rec/Cultural Council/Veterans merger was sprung on us at the last minute? Yes, we discussed it a couple of times and then never again. I was told it was off the table. Hmmmmmm

    1. Diane, WHO sprung this on you? Are you saying the TA is directing policy and not just the day to day aspects like we were told?

      Who can spring this decision on the executive administration and why did they not shut him down if he did?

    2. We didn't get 20 copies to review, good thing. We get a full copy and we have 3 days to go over it and then ask questions at the end and vote. Ugh. The TA does the budget.

  10. The only thing the AC can do is suggest and that is it?
    A well informed AC is their function and when they don't show for meetings why have one that's not well informed?

    Or one that won't look forward and is only hell bent on the ridicule of other departments and elected boards. Look in the mirror when you say work together and see if you get it.
    So when JEFFY stops with his shit about the highway I'll let up!
    Until then the stuff will pile up. I have a nice blog i wrote some time ago and has a bit of history in it may be time to post soon.
    Funny after time goes by we see what the players had for agendas.
    I've never picked on anyone who was free from insults and inappropriate behavior to me or some who wouldn't speak up about it.
    Remember the hair dresser Bev and the issue they went through?
    There are good reasons to not shut up and sit down. One reason is when we do we have no voice and those who will do harm will.
