BOSTON — The state is urging communities with a townmeeting form of government as their legislative body to convene those gatherings outdoors during the COVID-19 pandemic.
The state posted a notice online outlining best practices to curb the spread of the disease.
There are two forms of town meeting in the commonwealth of Massachsusetts.
Open town meeting, in which all registered voters can debate and vote on a municipality’s budget and bylaw changes that includes zoning amendments, by attending the meeting. Participation requires attendees – the town’s legislators – to sign in with the town clerk when it is verified an individual is a registered voter and thus eligible to vote during the meeting.
Representative town meeting operates with voters electing town meeting representatives, usually more than a hundred or two hundred, who are vested with all the authority that all registered voters possess in communities with the Open Town Meeting system. Unlike open town meeting guidance, the state’s town meeting guidance for representative town meetings allows option to convene the representative body remotely, should the representatives agree prior to conducting business.
The June 11 guidance that apply to both open and representative town meetings says that municipal “officials are encouraged, to the extent feasible, to hold meetings virtually or outdoors and to ensure that attendees are spaced at least 6 feet apart.”
It says that if “outdoor meetings are not feasible, towns are advised to abide” by social distancing, and use a facility with very good ventilation such as open windows allowing breezes to keep air refreshed inside.
“Promote ventilation for enclosed spaces where possible. For example, open windows and doors to allow airflow. Lines at microphones for questions or comments should be taped to keep people six feet apart. Microphones should be disinfected after each speaker,” the guidelines state.

The town meeting and these condition are not safe , voting by law in Massachusetts must be safe this is not a voluntary situation holding a vote must respect safty of the members of the town who who wish to vote . currently the meeting should be cancel the virus is too dangerous to the public wearing a mask or or keeping any distance is not proven action to stop the virus . virus can be on floor on things it can go home with you , This meeting violates the rights of those who are compromised heath wise NO open public meeting can be competently held in doors out doors with mask or distance and worst yet with stream of ventilation blowing the subject virus at anyone , Please be aware That this is true for presidential election their is 2 way to allow vote virtual or by mail Mail has been approved by 8 states Massachusetts is one of them sec of state the commissioner has been inform of my own issue as i have file a citizen petition and can not attend due to my heath condition is one of those which government warns i may be subject to great risk , so hold this meeting without disability factor address is wrong and violation of my rights as voting is a right its volunteer issue which is why I am filing the quorum
    issue as a citizen petition under by law of town times rules P Lease be advise all town members this is very wrong to hold town meeting

The town agents those elected will tell you its safe to come to the town meeting however personal will be dress like Chernobyl in masks gloves , eye wear it will be Halloween personal may provide mask , but its still not safe and voting must be safe by law under Massachusetts statues .Massachusetts has allow due to virus that register voters may uses the mail , Town could again also be virtual and will have to do so as for school unless you all want to herd your children to virus which rules the day , maybe years , pandemic should be consider significant consequence to public heath , but what see is Greedy respect to rules supported by laws that can not be followed in good conscience their no disability consideration , as well

  3. these advisement are not effective and puts people in risk NO inside meeting or outside meeting can be safe so where is the BOH again why is that deaprtment not issuing a letter to state its responsibility to concure with selectmen as well NOthing being follow by governors emergency law under 53 , get ready to sue
