The  failure of the board of selectmen to hire a full time experienced Town Administrator

THE SELECTMEN’S OFFICE WILL BE CLOSED ON MONDAY. OPENINGS THE REST OF THE WEEK WILL BE INTERMITTENT AS CARTER’S SCHEDULE PERMITS. 
If you have procurement questions, you are urged to consult with this Office ASAP.
It is imperative that all Town Departments understand that any contract which is entered into that is not in compliance with the statute “… shall not be valid, and the governmental body shall make no payment under such contract.” (MGL Ch. 30B §17). I think we can all agree that we certainly do not ever want to see the Town in such a position.

The following is intended to provide information where a full memo may not have been warranted or supplement the provided information.
Business Meeting or Workshop: N/A
Weekly Report: I worked with the Diane and Keith on the IMA in keeping with a request from the Winchendon representatives to try to move the IMA forward. In keeping with our backup/supplemental plan of 08/14, the Management Fellow position was posted with 15+/- colleges and universities, ICMA, the northern four New England municipal associations, the municipal mangers email blasters, our typical web site postings and the like. Please remember to get me comments on the financial policies ASAP so we can pull them all into the next Draft w/a target of your 09/06 policy setting workshop to finalize them going into budget season. Time was spent seeking additional information on the procurement issue for finalizing the memo for the state. The BAN paperwork is off to the bank and the monies will be in our account(s) shortly.

Treasurer/Collector: Nothing to report this week. (Out of the Office)

  1. I haven't been following the IMA with Winchendon in great detail so I might have missed a few issues. It does seem to me that we are now putting more effort into finding an "assistant" then we put in finding a full time TA.
    Where was all this advertising, searching focused in regards to the TA? I know I've looked for ads on the MMA sight and others and find nothing.

    I found the 3-2 vote to keep Carter interesting. Diane, Doug and Julie voted , yes. John and Cam voted no.

    Personally and this is my opinion alone. If I was a candidate for this position and looked at the process followed by the BOS I would run away, not walk. This process as I see it limits the towns chances of success by using the shotgun mentality rather then the sniper mentality. Who would risk their career on a Town that doesn't apparently have any solid direction for their top administration job.

    Another question is why does Carter have anything to do with the search, review or method of replacing him? How does this not create a potential conflict? He's given "factual" advise to the BOS regarding this issue.

    It's time for a new focus. It's obvious our present team is not getting the job done. Maybe its time to change methods???

    1. Believe it or not, at one time we had people who took the job of selectmen, and did it. They made decisions without having anyone tell them what to do, and how to do it ! What unique thought ! We have gone through the past two TAs, with neither one able or willing to look ahead. No plan for the future, like the next fiscal year. So, we waste a sum of money we do not have, to trade someone, only to have them leave ! How many police have done the same thing in the past ? We did not have the money for a ad in the Gardner Snooz, so where is the money for this fiasco coming from ? My advice is to rid our town of extra baggage, put your big girl and big boy pants on and "do your job"!! Bev.

  2. It's my guess that by now with all the foot dragging,half measures to fill the position word is out to avoid the Town like the plague. Winchendon might have been a good idea, but now with the required town meeting, well it's not acceptable and I believe it should be stopped dead.

    I truly think we need to review, revise our budget for this TA position. Are we being penny wise and pound foolish? How much has limbo cost the town?
    I'm not a proponent of large public salaries, but sometimes a quality candidate that comes at a higher price actually can be cheaper.

    I really hate the idea of a assistant to the temp. It hits me like paying someone to transfer bad habits

    Templeton can only attract toxic candidates. Anyone with more than half wits is too smart to walk into that den of entitled & entrenched town employees. Not to mention Templeton Liars Club.

    1. Maybe we could find someone up for a challenge, with enough backbone to stick with us ! There are a lot good people in this town. I am afraid some are fed up, and that is never good. Leaders do not run into the other room to cry, when there is a problem. Leaders do not behave the way our BOS has, especially after the DOR suggested we work together ! Withholding information ? Really ? That will go a long way to improve things down the road. My opinion. Bev.

    The persons on the IAC have got no clue as to what it is costing the town. Some of them have stated publicly a few years ago they did not want any changes to medical ins. no matter what it cost the towm asks HY
    Spelling for town is done like this you ZERO "TOWN" i guess towm is where you went to the school for Zeros training.

    We, as in 98% of townspeople who are sick of your useless incoerant gibberish rants all for your own gratification, because nobody knows what the hell your trying to say.
    Another poor spelling error from the zero again and again over and over. It's "incoherent" like you are most of the times here.
    It could be that loss of brain tissue that could be your problem that would explain a lot about your abilities and lopsidedness.
    But all in all you keep up the hard work and some day that sign could come down.
    We're scheduled to take and replace some soon. Junior was against them from the start.
