Annual Town Meeting, May 13, 2003:

Article 27 To see if the Town will vote to authorize the Town to borrow Six Million Dollars ($6,000,000) to upgrade the Town’s Publicly Owned Wastewater Treatment Facility as required by the Department of Environmental Protection Administrative Consent Order, subject to the successful passage of a debt exclusion, or take any other action relative thereto. On a motion duly made and seconded the Town voted to raise Six Million Dollars ($6,000,000) to upgrade the Town’s Publicly Owned Wastewater Treatment Facility as required by the Department of Environmental Protection Administrative Consent Order, subject to the successful passage of a Debt Exclusion Question. Passed/May 13th.

ONE BALLOT QUESTION AS FOLLOWS:

1.      Debt Exclusion for Sewer Department


Shall the Town of Templeton be allowed to exempt from the provisions of Proposition 2-1/2, so-called, the amounts required to borrow to upgrade the town’s publicly owned Wastewater Treatment Facility as required by the Department of Environmental Protection Administrative Consent Order. The cost of the debt exclusion for this project would be six million dollars ($6,000,000), with 25% of the project costs paid through sewer betterments and 75% paid through tax levy.

  1. I want to see the budget. I don't want their funds. I didn't think the intent of meeting with them was to take their money or drain them to fix any mess we may have. I have seen in a weekly report and an email about funds for the audit and also that the sewer dept owes maybe $140,000, $104,000 ~ thinking from the top of my head that could be wrong $$ ~ about funds that were used from the general fund that should have been paid from sewer. I haven't finished researching that all yet. I will be though. How about those sewer betterment funds that should have been set aside in a different account? The ledger needs to be matched to the payments and see what funds should be in an account. That's not complete yet. I've been asking about that for awhile and haven't gotten to the right answer yet. I do know it's being worked on.

    This is all on my radar. I hope the joint meeting sheds more light.

    Let's face it the town finances have been screwed up since we have had unqualified people in the accountant and treasure positions. Books were balanced when Scott Sawyer and Tammy Coller worked for the town. But then you had and still have people in the Treasurer position and accountant position who do no know and can't do the job. The town hired Fred Aponte and the over paid ($85.00/hr) Matt Angell. Maybe if we had the books balanced for the last few years and the correct figures when going to TM and Budget planning the BOS and the AB could plan correctly.

    1. The difference between when SS was working for the town and now is, when he did the books and the town ran short, the Light Company covered our butt. So if you consider the fact that we needed extra funds when we had Temple Stuart, Baldwinville Products, and Lilly Chemical adding to the tax base, how on earth does anyone think the taxpayers can carry the load alone. Dianne, that is why we need a decent pilot from L&W. They went from being a consistent contributor to a greedy money grabbing bunch. The people in town do not realize this. They are afraid they will be left in the dark if the Light Dept. is sold.
