Message from Town Administrator Bob Markel
The Department of Revenue has always discouraged the use of free cash to balance the budget. Bond rating agencies do the same, and the low bond rating for the Town reflects, in part, the lavish use of free cash to fund the operating budget. However, this is not illegal; it is simply unsound financial policy.
The amount of free cash available changes yearly, and it is not predictable. Free cash is considered one-time revenue, and the Department of Revenues recommends that it used to augment the Stabilization Fund (reserves) or for one-time purchases like capital items.
Audit firms do not do a thorough job of auditing the books (unfortunately). They come and test various areas of the town’s finances to see if there are problems, but some problems are not caught and can persist for years. They tell you up front that they cannot do a thorough audit for the relatively modest amount they charge. The DOR representative at today’s meeting called the standard municipal audit a “hit and run” audit. Still, some firms are more reputable and more competent than others. I cannot name names in this message, but there are several firms that I would never hire.
Recommendation: The Selectboard should create an Audit Committee of knowledgeable citizens who will have two responsibilities: 1) Bid the audit contract every three years, and hire an independent auditor; and 2) Receive the annual audit and do a public review of the findings and the management letter. Municipal auditors are typically hired by the Town Administrator, Town Accountant or Finance Director. This is an inherent conflict of interest since town officials who do the hiring are the ones whose work is being audited. Hiring and receiving the audit should be an arm’s length transaction from the Town’s financial team.
The Department of Revenue oversees 351 cities and towns in the Commonwealth. They accept data provided by the Town Accountant, the Treasurer/Collector and the Assessors. They often question the data, but they are not always able to verify if data submitted on the Tax Recap or Schedule A are accurate. The DOR does not have access to the town’s accounting system. For example, the DOR was in Templeton today to question whether the Town has properly reported debt obligations on the DE-1 section of Schedule A. Some debt is paid from general revenue within the town budget and some debt is paid through debt exclusion. There is a correct way to report these two types of debt on Schedule A. The DOR representatives checked to see if the Town reported the data correctly, but they are limited in their ability to verify the accuracy of the data.
The long term solution to Templeton’s financial problems is to hire a professional Town Administrator who will put in place a competent financial management team – Accountant, Treasurer, Collector and Assessors. The Selectmen and Advisory Board have the responsibly to oversee the T.A. and the financial team on their management of the Town’s finances. To complement the BoS and Advisory Board, the Audit Committee should retain a reputable accounting firm to conduct an annual audit with the results made public.

  1. I guess this information is for someone besides our town. I have had enough of the insults from Johnny boy. His nose is out of joint because the people did not go along with their plan to take money out of stabilization to cover Mr. Markel's mistake. That is to dam bad. Caplis has the nerve to nock the AB for giving information to the taxpayers of our town. I do think I pay enough taxes to pay for enough paper to cover the Town, from one end to the other. What we used is nothing compared to the waste from our TA with his 20 changes to the budget in the week before Town Meeting.

    As the chief executive body of the town, selectmen develop and implement policy. It is important that they develop consistent budget guidelines, at the same time taking into consideration the available financial resources of the municipality. Because the budget is probably the single most important policy document a town develops each year, participation by the selectmen is essential to their maintaining a leadership role in the town. The selectmen should have input concerning the budgets format, they should review all budget requests and develop a good understanding of the finance committee's position on the budget. The selectmen, in cooperation with the finance committee, should also establish policy priorities and provide leadership in the constant debate between the needs of municipal departments (for sufficient resources to deliver public services) and the needs of the taxpayers (to receive adequate services at a cost they can afford).

    WHAT OPPORTUNITIES EXIST FOR THE SELECTMEN AND THE FINANCE COMMITTEE TO WORK JOINTLY?
    There are many opportunities for cooperation between the board of selectmen and the finance committee including the following: developing financial forecasts, establishing an appropriate budget and capital planning process, developing joint guidelines by which departmental requests will be reviewed, joint budget hearings with department heads and policies regarding the use of free cash and the stabilization fund.

    It makes sense for the two committees to work together closely. By agreeing on processes and procedures ahead of time, both boards will save time and can avoid disagreements during the budget process.

    At last nights meeting the selectmen rejected a request by the Advisory Committee to meet to discuss budget issues. It show that the selectmen do not want to work together with the Advisory Committee to help fix the budget that the selectmen presented at the ATM and had us vote on a failing budget that they gave to us. It was the selectmen's budget that got us into this mess.

    1. We are where we are and nothing will change that. I have one and only one priority. That is to get ourselves out of debt and keep us out. All of the recommendations anonymous listed above work if the selectmen actually have a understanding of the budget process. Unfortunately one new guy and two school people on the BOS at the same time did not work out so good. Why our past TA took the town down the path he did is beyond me. The path only lead us deeper in the hole. The us vs you did no one any good. I know for sure, if our selectmen had listened, we would not be in this mess right now.

  5. Huh. Two school people. Interesting. Why can't you see that people WANT a new school and the reasons for voting yes. Our tax rate went down. It should I not have. The police station should be on there and it's not. We have to go out to borrow as the warrant article was written wrong. Just because I support the school and a new school isn't a reason to attack that. I supported the senior center and the police station and other worthy projects here in town, on and off the Board. Why do you get to bad mouth here and not say exactly what you say here in public? I write it and speak it. Where are where we are at due to YEARS of mismanagement and using free cash to set a tax rate. Those things are voted at Town Meeting right? Those budgets were done by selectman and/or advisory correct? I've had it with the blame game and finger pointing. Let's get our head in the game. There are opportunities here and we need to look very carefully and how we will affect the coming years for our community. We are ALL responsible to OUR community and the decisions made are by the voters as well. Let's own it and let's stop all this back and forth.

    I will say I haven't done it all right and I owned that and will continue to make decisions and own those. I will listen and take advice from the people that do this everyday and yes, I hope it's the right advice as in the past it hasn't been. But, whether you agree or not we listen to those people. Hindsight is 20-20 and that's part of why we're here today.

    I try my very best to think wife I speak and to walk a mile in others shoes. Arm chair quarterbacking isn't usually a good idea. Sit in that seat and then you just may realize it's not as easy as you and others write it to be.
