Templeton Treasurer/Collector Contract:
Looking on the Templeton Town website under contracts and policies, there is a copy of a contract between the Town of Templeton and it's Treasurer/Collector. Under duties, it states the treasurer/collector shall assume administrative control of and be responsible for all operational functions of the department, including, but not limited to, the supervision of daily operations of billing and collections of betterments, real, personal property and excise taxes and miscellaneous revenues, managing and disbursing cash, managing the placement and servicing of debt, supervision of all personnel; preparation and submission of the annual budget (s) to the Administrator; submission of required reports; responsibility for all expenditures and grants within approved budgets, presentations before any Board of the Town at which the Treasurer/Collector 's presence is required and before any Town Meeting when necessary; communication with the public, including the media, on matters related to operations and policy, and any other related and relevant duties as assigned by the Administrator.
Seems pretty straight forward, and considering the new elementary school involves debt of the Town, such as BANs, as in borrowing, which involves the Town having a responsibility to pay things back, seems like there should be some mention of this in the weekly Town Administrator's report, under Treasurer/Collector. So, how or why is it allowed, that continuously, from the Treasurer/Collector has nothing to report? Perhaps the puppet strings are a little tight. I mean, there are bills coming in regarding the school project and presumably, they are being paid along with processing receipt of MSBA reimbursements? Surely there is something to report out of the treasurer / collector office?
Perhaps this is the real issue with so many vacancies, management rather than salary?
Perhaps the issue of not being certified has something to do with the numerous problems the Town has been having right along, and continue today ? Didn't the DOR or was it the auditors, that warned about doing a project as big as the school with staff that was not prepared to handle a project of this size ? I doubt I dreamed that one up. Isn't this the contract that gives this person a big pay increase just for breathing ? Something like 6000.00, even though she is not qualified/certified ? Sorry, not what I voted for !So, does throwing more money at a person make them more competent ?I don't think that works. This is your tax dollars at work !
ReplyDeleteLets see. You pointed out that the Treasurer/Collector has "nothing to report" even though it obvious she had some out of the ordinary work. I see you questioning whether its a salary or management issue.............
ReplyDeleteHow about these apples. We seem to have a mini revolt going over the weekly report. For the longest time it was Accounting and treasurer/collector who had "nothing to report". They have had virtually "nothing to report" this year.
Now is when it gets interesting. As of the latest few weekly reports we have 6 departments that apparently dont participate in the weekly reports any more.

Sewer
This is what happens when a manager openly treats certain departments with a completely different level of supervision.
We need a new coarse. Our present BOS seems unwilling to do the job of overseeing the Administration. I believe we have no real oversite from the BOS of our Administration and in fact I believe it working absolutely backwards. It is my contention that the Town Administrator is directing the entire show. That the BOS is a follower. Our present BOS cannot truly be blamed as the Taxpayer voted in people with No management experience to oversee a manager.
Mr Caplis is not doing his job for the taxpayers.
Will anyone step up and lead?

So since we had a qualified person (Eric Pollitt) sitting for 9 months untrained/unreviewed/unsupervised we probably dont need to fill that position.
Why look to fill the vacancy in the Town Administrators position, we dont have one now.
Why vote to replace the members of the BOS, we can just get signs that say YES!
How long are we going to let this clownshow go on before someone steps up and takes charge?

I blame voter apathy on the use and overexposure to water fluoridation chemicals for over 60 years (1951- it all began).
Templeton needs a full-time Town Administrator, not a washed up political hack.
I wish Eric Pollitt well in his future employment. Templeton is a career killer.

Phillispton Assistant Accountant apparently looking to also work in Templeton.
Roselli audited Templeton books for 2013,14,15,16,17 and assisted in creating the documentation
DLS recommends hiring an auditing firm for a period of 3-5 years.
Carter and our BOS just hired Roselli for years 2018-22. 10 years of audits by 1 company who helped create our "good numbers" that have been changing ever since.
$30-35 million dollars and to my knowledge the Treasurer at Narragansett is the only certified member............scared yet, I am!

ReplyDeleteIt's against my policy to feed the trolls, however you do make a good point about the chalkboard on town common.- it would be a much better way to convey accurate up-to-date information to the residents of Templeton vs the outdated town website.
