Massachusetts General Law; chapter 32B:
Section 7: Premiums; withholding, contribution; direct payment
Section 7. (a) With respect to any period of insurance which is in effect for an active or retired employee and dependent there shall be withheld from each payment of salary, wages, other compensation, pension or retirement allowance, subject to the provisions of section nine A, fifty per cent of the premium for the insurance of the employee and his dependents and the governmental unit shall contribute the remaining fifty per cent of such premium. The governmental unit shall also contribute fifty per cent of any additional premium which may be required for coverage of an employee's dependent child who is nineteen years of age or over and mentally or physically incapable of earning his own living.
So it is not a corporation or private business covered by the 50%/50% as someone who is uninformed commented. It is a governmental unit, as in a Town, that is required to pay at least 50% of health insurance premium. The town can agree to pay more but it only has to pay 50%, that is the law and it is not hard to understand nor is the math. That is no gibberish either!
One would think that someone who serves on the Templeton Insurance Advisory Committee would be up on these things. Maybe there lie the problem?

ReplyDeleteIn my opinion, when and if this Town ever starts to live within their means, there will have to be some big changes to our government. There is no way the people can afford to float a government the size of what we have, with the increases that people want for benefits and pays, unless we find some revenue real fast. We do not have the help a business base would give us, one most other town's have. The TA would not relent when the AC brought up the fact that the committee felt the revenue figure was too high, that they used for a base for the budget. If this same thing was/is done year after year, then the Town will always be scrounging for ways to fill holes, borrowing from Peter to pay Paul. This is what the Town has done for a good long time, I figure about 19 years, but in the end we just hurt the people who work for the town, and the town's reputation. The fact that the TA and the BOS could not put a penny in stabilization is very telling. This is what we were told we needed to do to get a bond rating, but the "powers that be" could not find a penny to do that ?? Because they needed to spend every penny we had to support a government that is to big for our britches !! There is no doubt in my mind, the changes will come, sooner or later, or the town will not survive. Bev.

With a 400k + use from the E+D fund for funding the expanded budget how can we think the funds will be there next time they do the budget.
Do they know now if the E+D fund will have the 400K+ for the 2019 budget?
If they know now and don't tell us is it a over ride for the 400K+ or a budget cut for the school?
Both the AC and the BOS won't tell us or ask this toughest question will they.
Insurance is the least of this towns worries and with the lack of the AC involvement where it's needed we'll loose any gains we have made.

ReplyDeleteDave can call it a cut, or anything he wants to, but the down and dirty fact is the Town cannot continue living beyond our means...Simple as that. The town does not generate enough revenue. What do most people get for their taxes ? If they do not have kids in school, then they get their roads plowed, that is it. Raise taxes and we will have more empty houses. Does that make sense ? Throwing more money at Town Hall does not solve the problem, otherwise everything would be golden in beautiful downtown Templeton. My opinion, Bev.
