So please tell me again how the Templeton Light/Water dept. were surprised that USDA told them they could not borrow money on their own, when this letter clearly states that with regards to borrowing, they are not a legal separate entity and they need to go to Town meeting? Why did the selectmen not know this and question the Light/water dept.? It has only been on file for two years. Once again, a clear demonstration that the house needs to be put in order before a selectmen spends two years trying to straighten out Town by-laws.
If I did it correctly, you should be able to click on the below link and it should open and show you a letter from the DOR and it will inform you of how the borrowing at Templeton Municipal Light & Water is suppose to go and this is from the Massachusetts Department of Revenue.

The Selectmen and Light and Water Commissioners choose to ignore what the DOR has told us. To get a PILOT from Light and Water. This is a payment in lieu of taxes. There is a movement about to rid the Advisory Board of Will. Spring, Jeff. Bennett and myself. I guess we ask too many questions, and are not willing to rubber stamp anything that comes our way.
